Baseball America rated Sebastian Valle as the #7 prospect coming out of the Gulf Coast League. However, their prospect handbook failed to list him among the top 30 prospects in the Phillies' organization. He was listed as the Phils' 31st prospect in a supplement supplied with the handbook.
Now, Valle is not listed at all in the Phillies' depth chart. Here's BA's list at catcher,
Lou Marson (3) Travis d'Arnaud (7) Joel Naughton Jean Carlos Rodriguez Tuffy Gosewisch
Now, I get the impression that BA simply overlooked Valle at printing, and that he should have been rated much higher.

Where is this depth chart located? I don't see it on their website. The list you have in the descending order would not likely be a true depth chart because D'Arnaud would not likely go to Reading due to a lack of professional experience.Gosewisch would be at AA, perhaps.
If it would be a depth chart of sorts it might go like this:
Marson AAA (rated as prospect) Gosewisch AA (not rated as prospect) Naughton A(A) (NR, I believe as I did not see the handbook) D'Arnaud A (R) Jean Carlos Rodriguez (Short Season) (NR)
Then using that as a framework, they rated the 5 players who would man the top 5 teams in the system by ability.
Valle was projected to stay at Rookie level , due to age and such, and due to that was not included on the listing of players on the top 5 levels.
He was rated as 31st overall prospect.
I think that is a posssibility.

It's in the handbook itself. The depth chart is listed in order of prospect ranking, not minor league level. Gose is rated above Berry at center field for example. Brown and Taylor above Mayberry. Collier above Slayden.

Okay, I think I was kind of getting to that. If they only rate 5 guys per position (?) then they might do a descending in ability (by their projections) chart of the guys they project to be at the highest 5 levels. Maybe since they projected Valle to remain at the rookie level they didn't include him. If they list more than 5 non-pitchers at some positions that might disprove this.
