I looked every where and could not find a thing on the instructional league this past fall.
Any clue?

They don't really keep or publish records because it is an instructional league. I have only seen the list of attendees and some blurbs here and there. Laudatory blurbs I have heard were on Drabek , Cosart, and Bernardo Solarte. If you don't have the list of attendees, it can be found on the original Phuture Phillies thing or various other places.

I had heard they planned on sending Kendrick down there, has anyone found any confirmation of that?

Yeah, they sent him to Instructional League ^ (before and)during the World Series to work on a breaking ball and a change-up. He returned before the Series concluded. They said he made progress.

Good, he really needs it. If he can ever master either, he might stick around as a 4/5 starter. Kendrick will need to have a huge spring training to make the MLB squad. Most likely he starts the Year at AAA and will have an opportunity to earn his way back to the bigs.

A year of reps at the AAA level where he can focus on learning a legit 2nd pitch is not a bad thing. Remember that he was completely rushed during his initial callup.

No so much rushed as he got stupid lucky and won a ton of games. Then a years time went by and people caught up to his mediocre sinker and he basically was throwing BP.
